CAG slams UD Dept over Karsingsa housing project

ITANAGAR, Oct 13: The report prepared by Comptroller and Auditor General of India during 2010-11 has brought out some startling revelation about how funds are being misused by various government departments of Arunachal. The department of Urban Development and Housing has come under scrutiny for their inability to complete work for construction of Karsingsa Housing Project at Karsingsa within the state capital  even though Centre has already released Rs. 1014.81 lakh against the said project.

Under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) in Arunachal, the central government had approved Karsingsa Housing Project in July 2009 at a cost of Rs 4515.25 Lakh under Basic Services to Urban Poor (BSUP) scheme. An MoU was drawn up with M/s National Project Construction Corporation Limited, New Delhi on 4th August 2009 and written order to commence work was also issued on the same day for construction of 752 unit of dwelling houses. A central assistance of Rs 1014.81 lakh had been released in July 2009 for the project.  State Govt had also released the money given by Centre in installments to Project Executing Agency (PEA) in January 2011 (Rs. 535.55 lakh) and March 2011 (Rs. 497.37 Lakh).  However, till March 2011 state Govt did not release it’s matching share.  On visit of actual site by CAG authorities on July 2011, it was found that actual construction has not started yet even though money was released. Urban Development department in a written reply to audit questionnaire indicated that expenditure of Rs. 1014.81 lakh have been incurred on project as of March 2011. The CAG has expressed doubt over veracity of expenditure figure as state Govt released Rs. 497.37 Lakh to PEA only on 22nd March 2011. Out of the amount released in January 2011 Rs 450.00 Lakh was paid as mobilization advance to M/s National Project Construction Corporation Limited. Interestingly no progress report has been prepared by State Level Nodal Agency (in this case being UD department) and Project Executing Agency (PEA) which is mandatory for a big project. Also according to CPWD work manual, mobilization advance limited to 10 percent of the tendered amount at 10 percent simple interest could be paid to a contractor on specific request and after obtaining bank guarantee from a scheduled bank. However as per record the advance payment was made to M/s National Project Construction Corporation Limited, even though they did not make any such specific record for it. Most surprisingly it was made without obtaining bank guarantee thereby completely violating the laid down norms. The CAG stated that payment of mobilization advance without adequate security in the shape of Bank Guarantee and without 10 per cent interest shows that department has extended undue financial benefit to the firm. Audit record also shows that Rs 7 lakh was leisurely spend on procurement of HSD, brake oil, coolant etc and expenditure was booked against the fund sanctioned for the project. Another interesting aspect is that though fund for project was taken by concern department till date no guidelines for beneficiaries has been prepared which also violates the norms of the project.  

 

 

SPB approves growth oriented AOP for 2012-13

ITANAGAR, Oct 13: Putting to rest all the apprehensions about the financial position of the State, the State Planning Board (SPB) today approved a pro-people and investment-driven growth oriented AOP for the State for 2012-13. The all-important meeting was held at Banquet Hall and chaired by the Chief Minister Nabam Tuki as the Chairman of the SPB and attended by Minister (Planning/Finance) Chowna Mein, Deputy Chairman SPB Takar Marde, Chief Secretary Tabom Bam and Planning Secretary Ankur Garg on the dais. Besides, most of the cabinet ministers, parliamentary secretaries and commissioners and secretaries of all the departments attended this annual meeting held to finalize the allocations and outlays of various departments.

The overall allocation marked an increase of more than 20% over the outlays conveyed to the Departments during Budget Estimates for 2012-13 in March 2012, thereby sending a strong message that the growth momentum was on and would be sustained, and even increased during this year.

It may be recalled that the total plan size for the State was approved at Rs. 3,535 crores in a meeting held between the Chief Minister and the Deputy Chairman of the Planning Commission on 11th July 2012. This was made possible only due to the relentless efforts put in by the entire State Govt. team led by the Chief Minister by pursuing the requests in Govt. of India in advance and highlighting the critical requirements of the various Departments of the frontier State.

Addressing the meeting, Tuki highlighted the vision of his Govt. and laid stress on formulating policies which bring direct benefit to the poor beneficiaries by providing them employment and enhancing their incomes. Laying special focus on Skill Development and Capacity building – issues which are very close to his heart, he asked all the Departments to incorporate such programmes in their AOPs. He also dwelled on his concerns on revenue losses in the State and indicated a string of measures that the State Govt. would take to increase its own revenue in the coming months. He also urged all the Departments to start working on AOP projects immediately as the working season has started and not wait to incur expenditure. His presidential address also identified agriculture, horticulture, education, health, tourism and employment generation as thrust areas for the State for 2012-13. He also complimented the Planning Department for holding pre-SPB meetings with each Department of the State and thus building a useful and well-prepared agenda and discussion points for the SPB meeting. Putting forward his concern, Tuki reiterated his commitment towards Mini-secretariat in all districts for accommodating all departments in a single roof.

Earlier, the Deputy Chairman SPB Takar Marde set the stage for fruitful discussions.

Speaking on the occasion, Minister (Planning) Chowna Mein stressed on the need for promotion of income generating activities like Tea and Rubber cultivation and conveyed that State Govt. will strive to provide funds for all development oriented schemes proposed by the Departments. He also exhorted various Departments to restrict wasteful expenditure and increase governmental revenues. “Whereas there will be no dearth of funds for result-oriented programmes, it is our duty to ensure that each paisa is spent wisely and brings maximum benefit to all Arunachalis,” he added.

A presentation on the performance of the State on social and economic parameters during 2011-12 was earlier given by the State Planning Secretary Ankur Garg who also apprised the members of the break-up of current year’s plan resources. With lucid calculations, he explained the impact of the 6th Pay commission recommendations on the State’s finances and how this has led to the shortfall of almost Rs. 800.00 cr each year on the salaries and wages front and how this shortfall has to be adjusted out of development schemes. He also indicated that the SCA support of Rs.1,000 cr. provided by the Planning Commission will help partly meet up this shortfall of Rs. 1,400 cr that has developed over the last two years.

Presentations on the AOPs were given by Departmental Commissioners and Secretaries and after detailed discussions and modifications based on suggestions of members, the AOP for 2012-13 was approved. All the Departments have been asked to start works at the ground level based on the approved AOPs on highest priority.

Marking a departure from the past, several new pro-people beneficiary oriented schemes were announced by the Chief Minister during the SPB meeting

1.  Chief Minister’s Universal Health Insurance Scheme – for providing health insurance to poor people for critical illnesses (Rs. 300.00 lakhs)

2.  Chief Minister’s Agriculture Mechanization Programme – for providing 50% subsidy to poor and marginal farmers on purchase of power tillers and pump sets. Subsidy on tractors enhanced (Rs. 413 lakhs)

3.  Chief Minister’s Skill Development Programme for unemployed youth – 5% allocation under BADP, Rs. 100.00 lakhs for tourism and Rs. 200.00 lakhs for Industries Department

4. Chief Minister’s Livelihood Mission School – To channelize and promote energies of youth – at Nampong

5.  Chief Minister’s Prayatan Vikas Yoajana – Rs. 300.00 lakhs for subsidy to unemployed youth for purchase of tourist taxis and training as tour guides.

6.  Chief Minister’s disability pension scheme – benefit increased from Rs. 500 per month to Rs. 1,000 per month

MP & MLA criticize role of power engineers, discourage bandh culture

PASIGHAT, Oct 13: Amid sharp criticism over the worst electricity blackout facing by the people, MP Ninong Ering appealed to the PPWC to review their stand and discouraged the Bandh culture.

Bandh may not be useful rather brings more misery to the people and will not serve any purpose except suffering ourselves. We require justice to bring solution and further stated the proposed Bandh call will tarnish the image of the district.

While briefing about CM’s initiatives for early restoration of power supply in the district, Ering criticized the role of engineers stating that all planning and mitigating actions have backfired.

He said technological solutions have not worked not because of dearth of technology, but for incompetence and wrongful doing on the part of the engineers, which has brought people in the district in which they are now.

He suggested that instead of blaming the government, the matter should be investigated properly and action should be taken against erring officers of power department because they are fully responsible for the present power crisis, he stated.

MLA Ralom Borang also condemned the Bandh culture stating that it will hamper daily life of common people adding that the people who solely depend on daily wages will be badly affected by Banbh. Further, supporting the opinion of Ering, Borang also blamed the power department for their failure to restore power supply in the district and added that the present power failure is one of the worst power crisis in history of the district. Govt fails to provide adequate relief to flood victims, alleges BJP

RUKSIN, Oct 13: The Bharatiya Janata Party (BJP) national general secretary and former MP Tapir Gao has alleged state government of not taking adequate effective measures for relief and rehabilitation of the flood-affected people in Upper Arunachal districts.

Talking to this correspondent here today, Gao said that Nabam Tuki led government has not yet formulated any policy to ensure relief and rehabilitation of the flood affected people and restoration of disrupted surface communications.

“Though the state government has directed the respective flood affected district administration to assess the loss and damages, it has totally failed to deal with the disastrous situation,” Gao claimed.

There has been acute shortage of ration items in Anjaw and other flood hit districts, including Lohit, East Siang, West Siang and twin Dibang Valley districts and Changlang.

All essential commodities and household items, including cooking gas ran out of market in worse affected Anjaw and Mer-Gedum areas in East Siang district due to disruption in road communication for the last several months. Though the government is fully aware of the situation, no adequate ration items have been dispatched in those affected districts, he said.

The flood affected people in some selected areas of Anjaw and Mer-Gedum were provided 2 kg of rice to each family by administration as immediate relief which is insufficient for a day’s meal.

 The national BJP leader, who is native of Ruksin village in East Siang, feels that the state government should sanction relief in advance by maintaining a provision of reimbursement.

Besides it, the state government should start restoration of breached roads, uprooted power supply lines, damaged water supply channels on war footing besides providing compensation to the affected people against their properties lost in the flood immediately after assessment reports are received. It is reported that thousands of livestock were either drowned or swept away by the recent flood.

Reports of agricultural and horticultural crop damage and washing away of cultivation land are pouring in from all corners of these seven districts.

Over 5 lakh people have been affected in the recent flood in seven districts of the state, due to overflowing of major rivers and tributaries caused by torrential rain in the upper reaches of Himalayan region.

 

 

Unique protest rally against bad condition of Capital roads

ITANAGAR, Oct 13: The terrible condition of NH52 (A) has angered many citizens of capital complex. With highway department citing laxity of fund for their inability to repair damaged road, the citizen today took out protest rally cum dharna at Naharlagun to show their angst.  As part of protest they planted saplings and carried out fishing expedition on NH52 (A), near VV Giri Gate Naharlagun, which remains flooded most of the time.

Later they took out protest rally from protest site to Takar complex. The protest was planned through social networking under the initiative of some of the young citizens like Bida Tana ,Manju Burman, Ngurang Meena, Mudang Tade and Michi Tabyo.  They were joined by large number of school kids.

While expressing his annoyance over pathetic condition of NH52 (A), one of the protestors Michi Tabyo said, “Our CHALTA HAI CHALEGA ATTITUDE is dragging us back.  When are we going to stop thinking ISKO KARNEY SEY MERA KYA Faida Hoga and that ARUNACHAL KA KABHI KUCH NAHI HOGA? Believe me it's you who can bring about a change and I am sure that if at least 40 per cent of us start thinking beyond self gain then ARUNACHAL will become far better place to live in.”

The young citizens of capital has once showed that protest be expressed even without calling bandh call. Various organizations, unions, associations who go for bandh call given the first opportunity should learn something from these groups of young social activists.

 

 

G.P.T Infra Project comes under fire

ITANAGAR, Oct 13:  GPT Infra Project Private Limited a Kolkata based flagship company of the GPT Group came under criticism from Tuting-Yinkoing Assembly Youth Congress for allegedly delaying in executing the Steel Bridge at Nubo over Siang River.  The company was awarded bridge construction  following the agreement with the state government in October 2010, wherein company was supposed to complete the bridge within the 18 months. However the company had almost abandoned the construction even after five months of its stipulated time of completion, claimed Apang Jongkey   President, Youth Congress Assembly Committee Tuting-Yinkoing.

In a memorandum submitted to general manager of the company, Tuting-Yinkoing Assembly Youth Congress urged the company to expedite the project work  and to engage sufficient man power to complete the work at the earliest. The members also urged the general manager to  personally monitor the project works.

It is worth mentioning here that the Nubo steel bridge, which is the lifeline of the people of Upper Siang district was washed away by flood water in 2000.

 

 

Safe drinking water training at Kalaktang, Rupa

BOMDILA, Oct 13:  As a part of its month-long campaign to educate and create awareness amongst the villagers of district on safe drinking water under National Rural Drinking Water Programme (NRDWP), a second phase of a mass training programe on handling Field Test Kit cum Information and Education Communication (IEC) were held separately both at Rupa and Kalaktang in West Kameng from 8th to 13 October last. The training programmes were organized by PHED, Bomdila.

Educating the values of safe drinking water to gathering at Rupa, Sub-Division officer (SDO) Rupa R. D Thungon, urged the Gram Panchayat members to cooperate with the department in creating awareness amongst the people. Lauding the PHED department for noble effort, SDO opined that such activities should be supported by all sections of the society.

Attending the similar training programmes at Kalaktang here today Circle Officer cum ADC, Vijay Tamuk appealed the participants to execute the knowledge gained from the Training to prevent water borne diseases in their respective locality.  Medical Officer Kalaktang, Dr. Bima Dutta highlighted the fatal water borne diseases caused from unsafe drinking water.

The Lab-Assistant Sanjay Mishra and Block Coordinator Tenzin Chopa presented power point presentation on water borne diseases and sanitation and its preventive measures.  Stressing the importance of training programme District Consultant, Lame Rida said that people should not reluctant to attend such training programme rather should come forward. He expressed happiness over the turning out of large number of people in the training and said that without cooperation from public and Executive Engineer PHED Bomdila training would have not been possible.

 

 

Saaya announces fund for Calvary English Medium School, Yachuli

YACHULI, Oct 13: Yachuli MLA cum Parliamentary Secretary for Agriculture Likha Saaya has attended the 2nd Inter School Meet, 2012 of Calvary English Medium Schools being run by Nyishi Baptist Church Council (NBCC) here at Calvary English Medium School, Yachuli as chief guest today.

Saaya also upgraded the primary Calvary English Medium School, Yachuli to Middle school.

The NBCC is running four Calvary English Medium Schools at different districts which are located at Yachuli, Moinhappa (Doimukh), Nyapin and Sangram.

The land for the Calvary English School, Yachuli school was donated by the public of Poon village free of cost and was established in the year 1998 on self help basis to inculcate comprehensive and quality education in Ziro-II area. Presently, the school has 200 students. It is also a co-educational institute where the girls hostel has been constructed with the financial assistance of Rs. 25 lakhs donated by late Chief Minister Dorjee Khandu.

Joram Elyu, chairman, school managing committee (SMC), Calvary English School Yachuli has submitted three points memorandum  to MLA pleading for financial aid for construction of security wall around the school campus; and financial aid for construction of 3 additional class rooms.

In his speech MLA Likha Saaya, chief guest congratulated NBCC for upgradation of the school from primary to ME level. He described the Evangelist working for the ministry as the true servant of God. He advised the students to maintain discipline and keep distance from all bad habits.

Saaya announced a sum of Rs. 15 lakh as aid for Calvary English School, Yachuli. He also advised the SMC to use the fund judiciously. He also gave a sum of Rs. 1 lakh to the cultural troupe and organizing committee as a token of appreciation.

Attending the function as guest of honour, Yumlam Tana DAEO, i/c DDSE, Lower Subansiri district in his speech, informed the public that the government has taken up a series of measure to improve the quality of education in state. It is now mandatory for every aspiring candidate who wishes to take up the profession of teaching to possess degrees/diploma in elementary education and B.Ed and clear the teacher’s eligibility test. He requested MLA Likha Saaya to take up the matter with the concerned authority in the state level to make the DIET at Yachuli fully functional by posting necessary staffs. It will be a great boon for the people of this district as well as neighbouring districts. He also requested the Panchayat leaders and public not to interfere in the transfer and posting made by the Education department.

The programme was also witnessed by CO Yazali, RFO Ziro, panchayat members and general public.

 

 

Awareness camp on voluntary blood donation

ITANAGAR, Oct 13: The NSS Cell of NERIST in collaboration with Arunachal Pradesh State AIDS Control Society organized an awareness camp on Voluntary Blood Donation and Dengue Fever at the Institute Auditorium.

Altogether, 500 students, faculty members and staffs attended the camp.

On the occasion, Prof. P.R. Alapati, Dean (SA) highlighted the role that has to be played by the educated youth on the issue and also advised the students to take utmost care to avoid dengue fever.

Later, booklet containing the information on diseases was distributed among the students by him. The booklet was prepared by Dr. Popi, CMO, NERIST Health Unit.

Dr. Susmita Taggu, MO, NERIST Health Unit gave detailed information about the dengue fever. She also elaborated the various preventive measures and also pointed out the importance of cleanliness.

Program Officer, A. Dinamani Singh gave a presentation on Voluntary Blood Donation. He also highlighted various facts and myths of blood donation.

Coordinator NSS, NERIST. Dr. T. Tuithung, urged the volunteers to regularly donate blood and highlighted the benefits of donating blood.

Apart from these, motivational movies were also screened during the camp.

 

 

 

18th State Level Karate Do Championship begins

‘No performing player would be left unemployed’

ITANAGAR, Oct 13: Sports Authority of Arunachal (SAA) chairman Tapuk Taku has said that no sportsperson with outstanding performance would be left unemployed in Arunachal Pradesh.

Addressing the inaugural function of the 18th State Level Karate Do Championship at Solung-Mopin Ground here today, Taku asked the sportspersons to pursue sports seriously as the state government has provided job opportunity to them through reservation policy besides lucrative incentives.

Reiterating the commitment and initiative of Nabam Tuki-led Government for making Arunachal Pradesh a leading state in games and sports, the newly appointed chairman affirmed that fund would not be a problem in carrying out sports activities. He urged the affiliated sports bodies/associations to conduct sporting activities regularly for which fund would be made available.

“Sports sector was not given much interest by the government earlier. Likewise, people did not consider Karate as sport a decade or two ago in our state mainly due to ignorance. But, time has changed now,” Taku said and suggested the participating players to practice hard and keep themselves physically fit to become a good karateka.

He hoped the championship would not only provide an opportunity to the players to show their talents but also foster unity and brotherhood among them. He then declared the championship open.

Vice chairman of SAA Likha Tara said that the championship assumes much importance as the winners of the championship would be selected for the national level karate (AIKF) championship and the winners of AIKF would be selected for the National Games and so on.

Describing the pain he took along with SD Deben Sharma for promotion, popularization and development of karate in State since Arunachal Karate Do Association (AKA) was founded in 1994, Tara claimed that Karate, the ancient art of self defense, has been the number one sport in Arunachal Pradesh with its players winning 5 medals in National Games so far.  

Debia Yakap, presently serving in Tax and Excise department as Assistant Inspector won a bronze medal each in 33rd and 34th National Games while Yomken Noshi serving in APP, Likha Rajen, APP (Fire) and Tarh Tapak serving in Indo-Tibetan Border Police won a bronze medal each in 34th National Games held in Jharkhand, Tara said.

Tara, who also is president of AKA, asked the players to maintain strict discipline stating that indiscipline has no place in Karate and its associations.

Sports and Youth Affairs Director DK Dinglow, in his brief speech, assured special training/coaching for the selected players for National Games. Dinglow also assured that fund would not be a matter of concern in organizing sports events by various affiliated and registered sports bodies/associations in the state. He, however, sought cooperation and contribution from every association and organization for overall development of games and sports in the state to fulfill the CM’s dream of putting Arunachal Pradesh in world’s sport map.

Arunachal Karate Do Association general secretary L. Marik, Arunachal Pradesh Tenshinkan Shotokan-Ryu Karate-Do Association president cum chief instructor and organizing committee chairman Tai Hipik also spoke on the occasion.

The inaugural function was also attended by Sports and Youth Affairs Joint Director Ramesh Lingi, Arunachal Weightlifting Association president Abraham K Techi, Itanagar EAC J Bomjen, among others.

45th DRDA GB meeting held

Ering calls for enhancement of rural living standards

PASIGHAT, Oct 12: East Siang DRDA has unanimously approved the Annual Action Plan (AAP) for the next financial year under the centrally sponsored schemes.

This approval was made during the 45th Governing Body meeting of East Siang DRDA held at the DC’s conference hall yesterday under the chairmanship of the ZP chairperson Yiai Dabi. The house also passed various developmental schemes/plans under MGNREGA, SGSY, IAY, IWMP and IWDP.

The meeting was attended by the MP Ninong Ering, MLA Ralom Borang, DC-cum-CEO RK Mishra, PD-cum-Member Secretary Manik Bui, ZPMs, BDOs and head of line department.

Speaking on the occasion, Ering said that it was the highest platform to take some major and concrete decisions to enhance rural living standards in the district. Reviewing the ongoing developments, he asked the house to understand, justify and accept the genuine rural requirements and use the government funds judiciously for greater interest of the rural masses.

Earlier, Borang appealed to the PRI members and government executives for successful implementations of all the scheme and projects, flagship program completed so far and framed for future. He urged the PRI members to maintain same tempo and spirit for betterment of the rural people.

The RK Mishra emphasized for meaningful and useful perspective plans stressing on coordination, devotion and strict adherence of govt. guidelines for brighter future of the district in particular. He urged to make all out efforts to achieve the targeted goal under centrally funded schemes in order to give more benefit to the rural poor and this can be possible through close coordination and cooperation of all, he added.

Mishra directed the officers to submit Utilization Certificates timely to release next installment (fund) by the government.

The ZPC Yiai Dabi and Project Director DRDA, Manik Bui also spoke on the occasion. Dabi stressed on decentralization of purchase and non-release of bank loan in time while Bui presented the annual report and highlighted all schemes and fund placements. DIPRO

 

 

Training on scientific pea cultivation

ITANAGAR, Oct 13: Krishi Vigyan Kendra, Lohit district, Momong, under NRC on Yak (ICAR), Arunachal Pradesh has conducted a training programmes on “Scientific cultivation practices of field pea” for the farmers of Juna - IV village yesterday. A total of 32 farmers were present in the training programme. Pea is one of the most important pulses which can be grown easily in Arunachal Pradesh. The programme was conducted with an objective to increase pulse production.  

Debasish Borah, SMS (Agronomy), Krishi Vigyan Kendra, Lohit district briefed the participants about the food value of pea, its importance as pulse. Discussions were made on improved varieties to be adopted, types of manures and fertilizer to be used, cultivation practices, storage. Audio visual presentation was also made on commonly occurred disease and pests, their surveillance and control measures. The village was affected by the recent devastating flood and most of the upland crops of the area were destroyed. Many farmers have lost their major earning source which is mainly coming from the rice and ginger. The surviving crops particularly rice, ginger, vegetables are also facing severe disease and pests attack after the flood. SMS (Agronomy) visited some of the affected plots and advised the farmers for saving their valuable crops.

Chow Lachit Thawmong one of the progressive farmer cum SAC member of the KVK appreciated the KVK for conducting such type of programme in this crucial time. The KVK scientists assured technical advices  to farmers whenever required.

 

 

NM&FSPL Itanagar branch office opens

ITANAGAR, Oct 13: Nana Marketing and Financial Service Private Limited has opened it branch office Itanagar on 13th Oct  and it was formally inaugurated by Taro Modi ZPM I-Borum Anchal Samiti.

While speaking on the occasion, she appreciated board of director and other executive members of the company for carrying out such a challenging task for the people of Arunachal Pradesh in general and poor and educated unemployed youth in particular. She also urged the board members to deliver  service with outmost sincerity towards customers. She, however, cautioned the people against the numbers of outside companies in state. This kind of micro-finance will help many people of the state in terms of loan, particularly to unemployed youths who want to start small business.

Nabam Dola Hina, Genaral Secretary, Youth Congress, Sagalee Assembly Constituency, has urged board members to perform with determination.Terming it as good venture,  Hina hoped many economically downtrodden people will get help for self-employment.

All total 50 agents and staffs from different branches were present during the function. Prior to this, two days training programme was conducted on Oct 11 and 12 at branch office, Itanagar. Unfair means and favouritism in APPBn/IRBn recruitment alleged

ITANAGAR, Oct 13:  Barely a month after allegation of unfair means in APPBn/IRBN personnel recruitment drive  at Daporijo in Upper Subansiri, the police department once again caught in  badlight, but this time it is in Lower Subansiri district. In a representation submitted to chief minister today Lower Subansiri District Nyishi Students Union (LSDNSU) alleged that recruitment drive was not properly conducted rather manipulated by the board members. Alleging that candidates were demanded huge money by examination board members headed by the superintendent of police, union demanded immediate suspension of SP.   Further it also demanded for the fingers print test of selected candidates and immediate cancellation of recruitment in the district.

 

Privilege for artistes needs to be discussed: Welly

ITANAGAR, Oct 13:  Minister for Health and Family Welfare Atum Welly said that the reservation and privilege for artistes in Arunachal Pradesh is really needed to be discussed in the cabinet. He said this while releasing the audio music album of Nyishi modern songs title “Popi Neri”( the wings of freedom) here on Friday.

Legendary artiste of the state Taba Yall Nabam, while attending an audio CD releasing program appealed the media of the state to play vital role in bringing awareness for preservation of culture, various art forms of the state. Citing the state like Manipur and West Bengal in preserving their local songs and culture, she requested the government to take initiative for preservation of various arts form.

Popi Neri, recorded at Studio NEFA and produced by Pura Papi Singhi has presented six numbers of songs and is contributed by evergreen melody Taba Yall Nabam along with well famed talents like Ashok Sonam, Sweety Mara, Tanang Singhi, and Chandni Singhi(Contributed by Kombong Darang & Debananda Medak MA Mass Com RGU).

 

Pertin visits flood affected Dambuk

ITANAGAR, Oct 13: Former minister and Lower Dibang Valley district Congress Committee president Roding Pertin accompanied by Dambuk AYC president Mida Perme and party workers visited  the flood affected areas of Dambuk subdivision on Oct 11.  During its visit, Pertin-led team found that the  worst ever flood damaged large scale agricultural crops besides disrupting the surface communication system. Under constriction  CRF road and bridges  were damaged in many places and large area of village settlement   and  many dwelling houses of Loklung village badly affected by flood water.

Pertin also interacted with the affected villagers and  asked the party workers to  extend all possible help to the flood victims at the hours of need. He also reveals his plan to visit who district soon.

 

Union demands arrest of assaulters

ITANAGAR, Oct 13:  Capital Complex LPG Distributors Welfare Union today demanded for the immediate arrest of the persons behind the physical attack on employees of Donyi-Polo Gas Agency on Friday. Condemning such inhuman act, union said that employees of the gas agencies in the Capital complex had to face such acts in the past also.  Raising security concern for the employees, union urged the superintendent of police to take stern action against the criminals.

 

Haphazardly parked vehicles lifted

ITANAGAR, Oct 13: The Capital district administration today lifted all haphazardly parked goods transport vehicles along both side of the NH 52 A and also imposed fine.

In an order issued earlier, the Capital DC urged vehicle owners/drivers to park their vehicles in the newly parking areas allotted at Barapani, Naharlagun.

The drive would continue in order to streamline the traffic system  and to reduce the risk of accident, give relief to the commuters in particular and residents in general, the administration said. The capital DC once again appeals to drivers/owners of all goods transport/passenger transport vehicles to park their vehicles in proper place.

 

Promising youth leader dies

ITANAGAR, Oct 13: A prominent youth leader and radio artiste  Ngurang Biyan, son of Late N Tem,  expired on Oct 12 at General Hospital Naharlagun after prolonged illness. He leaves behind his wife, one son and two daughters.  Born in the year 1972, late Biyan was the founder and first general secretary of All Kimin Youth Welfare Association (AKYWA) and worked for the Association in the capacity of general secretary for last ten years. He was a Radio Artiste in All India Radio Dibrugarh and was the son of first PI of Kimin area.

His body was brought to Kimin today and the last rites was profound at Kimin, his native place.

The AKYWA, Bamang Yayu ZPM Kimin on behalf of Panchayat leaders of Kimin and the teachers and students of PSKK Sec School Kimin  mourned the death of Biyan. His demise is a great loss to the  society and state as a whole, they said.

 

Computer lab inaugurated at DBS, Nonpu-Doimukh

DOIMUKH, Oct 13: Parliamentary Secretary Nabam Rebia inaugurated the Computer Laboratory of Don Bosco School, Nonpu-Doimukh in an impressive function today.

In his speech, Rebia said “we are in an IT world and every school will have to keep abreast with the changing world”.

The school now has a Computer Laboratory with 32 computers.  

The MLA in his speech appreciated the Don Bosco society and the missionaries as a whole for their commendable contribution in the field of education and social services, especially in the far-flung and remote areas of the state.

Tana Tahin, one of the Managing Committee members commended on the rapid progress and development that has taken place in the campus within a short period of time.

 

C3 conducts cleanliness drive

ITANAGAR, Oct 13: A mass social service was conducted at E-Sector, Naharlagun under the banner of Contemporary Communiqué Club (C3), a Mass Communication based Organization with the message ”Keep your Surrounding Clean” to promote civic sense among people of Capital Complex and the state as well.

A large numbers of people, including the students studying in Mass Communication and others participated in the cleanliness drive.

The C3 criticized the Urban Development (UD) department for failing to maintain civic facility, cleanliness in the twin towns of Itanagar and Naharlagun. It claimed that many garbage dumpers are lying unused and rusting away in nook and corner of the capital complex.

The Club appealed to all, especially capital dwellers to keep their town neat and clean by not throwing garbage, plastic bottles, polythene bags etc. here and there.

 

Financial help

ITANAGAR, Oct 13: All Arunachal Pradesh Motor Transport Workers’ Union (AAPMTWU) contributed a sum of Rs 8000 as financial help to wife of Late Yasin Ali, of Tata Mobile Stand, Nirjuli. Ali died on September 25 last and was a member of AAPMTWU.

The union also gave Rs 3000 as financial help to Shiv Chetry, a JCP operator of Ganga JCB stand who met with an accident recently.

Meanwhile, the union appealed to all the vehicle owners to maintain insurance policy of their vehicle.

 

Cub and Bulbul Utsav

ITANAGAR, Oct 13: A three-day district level Cub and Bulbul Utsav was organized at West Kameng district  Bharat Scout and Guides  HQ at Kakaling from Oct 10. Altogether 180 Cubs and Bulbuls from five schools located in Bank Colony, Kakaling, Sera and Bomdila and Gandhi Colony Primary school took part in various activities based on the “Jungle Book” written by Lord Kipling.

Participating in the programme, West Kameng DC appreciated Cub and Bulbul activities which are very essential for all-round development of children as well as to become ideal citizen of the country. The DC also  offered  some cash amount to each participating students as an encouragement.

The Utsav was organized under the leadership of K K Mishra, DTO, Scout along  with other staff. D W Kharma, DAEO and R K Mishra, HM, Kakaling Middle school also spoke on the occasion.

T Taloh, DSE cum state Chief Commissioner BSG, Naharlagun and other officers congratulated all for grand success of the Cub and Bulbul Utsav.

 

Search and rescue training programme

ROING, Oct 13: One day training cum sensitization programme on search and rescue and First Aid method was organized by District Disaster Management Officer, Roing at Roing today.

Speaking on the occasion, Deputy Commissioner Garima Gupta exhorted the participants to take full benefit of the safety tips being imparted in the training.

Dr. M C Gogoi, resource person from Health Department gave detailed on First Aid management.

H.N Khan, OC (PS) Roing, along with his team and fire service personnel demonstrated the search and rescue operation procedures.

Meanwhile, Along Perme, DDMO, urged the student members to disseminate the safety tips to their friends and family members for readiness during disaster.

Arunachal Day organized at New Delhi

ITANAGAR, Oct 13: The North East Institute of Fashion Technology (NEIFT) in association with Directorate of Welfare of Plain Tribes and Backward Classes, Govt of Assam, organized Arunachal Day at New Delhi on Oct 7.   The programme was sponsored by Ministry of Textiles, Government of India. Fashion designer Bonney Darang along with Pera Licha represented Arunachal. She showcased the many motifs of tribes of Arunachal into contemporary wear which was applauded by the audience.
